Under the auspices of the United States Trade and Development Agency, Overture Financial has worked with The State Oil Fund of Azerbaijan ("SOFAZ") since 2005. Currently engaged for Phase III of Institutional Capacity Building Project for SOFAZ, Overture Financial is tasked with developing an appropriate risk management framework, managing the implementation of a risk measurement system, and implementing an on-line training program for SOFAZ personnel.

Today SOFAZ stands as a model for business excellence and transparency in Azerbaijan. In 2007 SOFAZ received the United Nations Public Service Award for Improving Transparency, Accountability and Responsiveness in Public Service, and in 2010 the Sovereign Wealth Fund Institute gave SOFAZ its highest transparency rating, tying it with the Alaska Permanent Fund and the Norway Government Pension Fund.

Overture Financial is also currently engaged by the Central Bank of Azerbaijan to assist in the selection, implementation and integration of a new portfolio management system.
