Gregory H. “Greg” Laughlin
Member of the U.S. House of Representatives 1989-1997
Gregory H. “Greg” Laughlin is an American attorney, military veteran, and former member of the U.S. House of Representatives. He represented Texas’s 14th Congressional District from 1989 to 1997, serving first as a Democrat and later as a Republican. During his congressional tenure, he worked on issues involving taxation, trade, energy, defense, and international affairs. A colonel in the U.S. Army Reserve, Laughlin was the only sitting member of Congress called to active duty during Operation Desert Storm.
A graduate of Texas A&M University and The University of Texas School of Law, Laughlin began his legal career as an assistant district attorney in Harris County, Texas, before entering private practice. After leaving Congress, he continued his career in Washington as an attorney and public-policy advisor specializing in government relations, energy, international trade, and taxation. He is currently senior counsel at Pillsbury Winthrop Shaw Pittman and has been repeatedly recognized by The Hill as one of Washington’s leading lobbyists.
Congressman Laughlin was an early advocate for stronger and more balanced relations between the United States and Azerbaijan. He opposed Section 907 of the FREEDOM Support Act, arguing that restrictions on assistance to Azerbaijan undermined U.S. interests and limited constructive bilateral engagement. As a founding member of USACC’s Board of Trustees, he helped advance the Chamber’s early efforts to encourage American investment, promote Azerbaijan’s economic potential, and strengthen commercial and institutional ties between the two countries.
